Five simple questions:

1. Is blowing up a Marine barracks an act of war?
2. Is blowing up a naval vessel an act of war?
3. Is blowing up an American embassy an act of war?
4. Is blowing up commercial jets an act of war?
5. Is murdering 2819 innocent people in one day an act of war?

If you answered yes to one or more of these questions, it seems we have been at war since 1979 - that kind of takes the wind out of the "preemptive" sail argument, eh?
