what it means he thinks he has python in his pants and really has a 2 inch worm .. ignore his but or tell him he can't handle what u have in your pants tell him that you will have his behind stalking and robbing stores to get back in your private city of love

It means he doesn't know how to treat a woman with respect... so don't let him treat you at all.
He probably thinks that he's telling you his penis is too big to comfortably fit inside you, and therefore you'll find it an interesting challenge to try and have sex with him.
In reality, he just isn't getting as much sexual stimulation as he wants. If he's ever had any, it was with a girl who was so desperate and dumb that she thought "You can't handle this" meant he loved her, and both of them were so inexperienced that for her, intercourse caused her actual physical pain... but she was so desperate to be loved that she pretended she liked it in order to have him hold her again some other time.
There is no appropriate response for this sort of behavior, but you could try a few of the following suggested comments, which might cool him down a little:
1: "Handle what? I don't see anything."
2: "Don't worry, I'd never handle that. I'd need a microscope just to find it!?
3: "Handle that? of course I could handle it. I have a vagina too you know."
4: "Maybe not, but you could, and maybe you should handle it more often at home so you won't be so horny in class."
There are a number of other things you could say, each of which has it's own possible risks.
1: "Got a big one eh? Well why not whip it out for me, and I'll tear it out by it's roots!" (you'll have to follow through if he does whip it out, legal actions could ensue.)
2: "Oh, yes I could. Gimme a call some time and I'll prove it." (this is likely to encourage his behavior, or lead to even worse behavior.)
3: "And I wouldn't want to, but I might like to handle this." (point to the private part of someone else that you like.) (May lead to embarrasing situations.)
Perhaps the most eloquent way to deal with this situation is to just tell him to shut up. Slapping him may or may not help, usually it won't help these days.

He obviously feels he is superior in that department and that no one can take what he has to offer. I would tell him to go pound sand. That's sexual harrassment. If this is in your work place you have a nice lawsuit. If it's in school, notify your teacher and then the principal as well as your parents because it's still sexual harrassment and that is not to be tolerated. He sounds like a jerk...
