To get a liquid to boil without adding heat, you must
place the liquid into a suitable, sealed container (say 1/4
full) and begin to evacuate all the air within the container.
At some point you should reduce the atmospheric pressure within the vessel to a point where the pressure inside is lower than the vapor pressure of the liquid and the liquid will boil. This should be a very strong container that will not implode under vacuum conditions. Use caution to prevent possible injury.

To boil a liquid you must use energy. The only ways I can think of is to put the liquid in a microwave oven ( some liquids don't warm up in a microwave oven) or paint the container black and shine a strong light on it (this is really a cheat as the light turns to heat when it hits the black paint). There is another laborious method which is to put the liquid in a long insulated sealed pipe and then turn the pipe upside down so the liquid falls. This is repeated over and over again and the liquid gets a little bit warmer each time it falls - theoretically it will get warm enough to boil. The final method is to put the liquid is a strong container and suck all the air out as liquids boil at a much lower temperature at low pressure.

Liquids boil when their vapor pressure at a given temperature exceeds the pressure of the atmosphere around them. So there are two ways to get them to boil. Either raise the temperature so their vapor pressure exceeds the ambient air pressure, or reduce the pressure around them. If put under a partial vacuum, when the vacuum pressure drops lower than the liquid's vapor pressure, it will boil without adding heat.
