Because a sense of humor is subjective, meaning that it is entirely personal. We usually know when something is intended to be funny, but that doesn't mean we perceive it as such, or actually find it funny ourselves.
A lot of it has to do with context or frame of reference or experience. If you tell a farmer a joke about two flight attendants, and it contains humor that you'd only know about if you worked in the airline industry, he isn't likely to find that terribly funny, because he doesn't have experience with it. Similarly, if you tell a flight attendant a joke that has to do with something that only people who work close to the land would understand, it's probably not going to seem funny.
Some humor address something so universal, that everyone gets it. By universal I mean that everyone knows and is at least aware of the ideas about a thing, even if they don't agree with them. Dumb blonde humor, mother-in-law humor, and lawyer humor all use those preconceived ideas about something to be effective.
As far as everyday humor (meaning the stuff we see and experience, as opposed to jokes which are designed to be humorous), it works the same way, but relies even more on our own internal sensibilities. For example, one day the little kids across the street were arguing about religion. They are all in the 5-7 year range. I found it hilarious because arguing about religion is something I expect from adults, not little kids. My husband found it hilarious because they were all quoting the Bible, only they were quoting it incorrectly. Our neighbor, who was also watching, found it equally funny because the little kids were all waving their arms and getting completely out of control, and it was over a minor dispute. His wife didn't think it was funny at all. We all found it humorous, or not, because of our own internal interpretation of events. Humor is very personal!

it's just a variance in peoples sense of humor for example it's very easy to make me laugh but my mom you almost have to be a professional comedian to make her laugh . And it also depends what it is because some people find it offensive.

It depends on their experiences and opinions. I mean if your talking to two friends one is fat and the other isn't. Then a fat guy comes along and you point and laugh at him. Do you think your fat friend is going to be to eager to laugh? Probably not. That's not always the case but most of the time it has to do with experience and opinion.

Different sence of humors, I get that alot. I'm easily amused while others around me just raise an eyebrow, but I don't care. I guess some people just don't have enough time to be happy

yeah I think it's pretty rude someone laughs at me for no reason when I'm asking the teacher something.
