get a tennis ball or a handball and dribble that evrywhere you go and that will improve your dribbling and passing work on passing through a hoops or bounce passing to a spot

Practice dribbling with your least exp hand and tie the good one behind your back.when you get better dribble five times with your bad hand and once with your good hand.as you advance throw some tricks in there like between the legs and such.discipline and practice this wont happen overnight.passing set up a target dribbling past it and chest pass it in or at the target.move it around and then start to bounce pass it at the target.few pointers of how i did it cause I was short and couldn't really be a factor in the key.

Find a concrete wall and take a piece of chalk and make a square, Parctice passing it it into the square. For the drbbling take 2 fold up chairs and put them about 10 feet apart from eachother and practice dribbling through them like an 8.

when i got into the NBA, i used a technique which anyone can do. dribble around an in closed area or a basketball court and time urself. try to "Control the Ball" and think of who's in charge, you over the ball. As for passing, work with other teammates and try to work as a team. remember that practice is key. keep ur eye on the ball at all times. good luck with it.

Well practice makes perfect.
Work on your hand eye cordnation and maybe do some hand exercises.
Also practicing accuracy would help too.
