What does she like?
When my daughter was in seventh grade her favorite film was "Tank Girl" (a 21st century punkette based on a comic book character) so she wore torn fishnet tights, her hightop hiking shoes, cutoff (but not too short) jeans shorts and an equally torn up t-shirt over a sleeveless singlet, lots of black eye make-up, a fake tattoo -- and a lot of attitude.
Witches are always a good, appropriate and relatively easy to do choice. They can be very haglike (lose a tooth or two with black beeswax) or glamorous (think Glinda the Good Witch in the Wizard of Oz).
Super heroines are another way to go, such as Wonder Woman or Supergirl.
I believe that you're never too old to get dressed up for Hallowe'en. My daughter did it all through senior high. Last year she was a 50s housewife a la I Love Lucy with a circle skirt skimmimg her knees, clunky high heels she found in a thrift store and her hair and make-up appropriately styled. The year before she was a she-devil with little red horns on a headband (she found in a dollar store) and a red velvet pointed tail she made and stuffed with cotton and a coat hanger so she could twist it into a shape. She wore a short black lacy dress (bought at a garage sale for $1) and red and black striped over the knee socks.
Sit down with your daughter for a few minutes and brainstorm. And then hit the play clothes box, the Salvation Army and/or church thrift stores, the crafts section at your local department store.
Have a Happy Hallowe'en!

Maybe she can't decide because she's outgrown dressing up?

Here's the problem with older children dressing up... Their costumes have a tendency to get very detailed, very gory, and way too scary for the younger children. Let's be honest here, it's the younger kids who really enjoy the simple act of trick or treating.

Just a thought....

I have a younger sister who is in 7th grade and she is going to be a gypsy b/c she like genies and stuff like that. so you should ask her what she likes and come up with a costume from there b/c it all depends on the child.
