Mix up some sugar and lemon juice if you have it to make a paste to rub all over your lips. If you don't have the lemon juice stick with a sugar/water mix. This will get the dead stuff off. Once that's all rubbed in and wiped off, brush your lips with a wet toothbrush just to make sure to get all the dead stuff off. Then, break out the Vaseline! Put a ton on your lips and put your blow dryer on a low setting over your lips for a few minutes..as long as you can take it, till the Vaseline melts off.
That should do it! Good luck!

Use Blistex Lip Balm under your lipstick. Not only will it quell your chapped lips but help keep your lipstick on longer.
If your lips are chapped, you're probably dehydrated. Be sure to drink LOTS of non-caffinated and non-alcoholic drinks to rehydrate yourself for the future. Water is best.

Vaseline is good for instant relief but it doesn't actually contain any ingredients that help moisturize the lips. You're best to brush any jagged bits on with a soft toothbrush and then apply a lip balm that contains beeswax as this sinks into lips unlike vaseline.

It’s easy and quickly, just three steps. http://www.guidehi.com/35.html
The first step, use a soft and clean and dry toothbrush to remove the dryness on your lips.
The second step, mix olive oil and brown sugar, then scrub the lips with the mixture gently in a circular, then rinse your lips.
The last step, add a little vaseline.

It's a little late for your date but just to share. Exfoliate the lips with a gel exfoliator (avoid scrubs) and apply lip oil. It'll look glossy without the sticky feeling and pump up your lips to make it look full. Remember to drink water too!
