Make their own clock faces.:
Circle of paper/card,put on the numbers
Make one big hand and one little hand
Make a hole in the centre of the clock face and use a pin/clip to join hands to clock-face.

I bought a couple of clocks made of a type of foam which was kind of thick and I played games using these. You can also use thumbtacks on this material to keep track of how much time passes from the moment you start doing an activity to when you finish.

Primary children could learn automatically if environment and parent/teachers are good judget to observe the activities of child.
