That’s probably easiest way - by clicking this link below you can check IP of your PC (it doesn’t matter is it dynamic or static):
http://www.whatismyip.com/
If its changes every few days (or so), or with every reboot your IP is DYNAMIC
If it’s always the same it’s STATIC.
And that’s what really difference is between dynamic and static, it simply informs does it changes or not.

If you are not using a home network, this is easy to do.
Simply...
1. Go to Start>All Programs>Accessories>Command Prompt
2. At the prompt type what is in the quotes without the quotes :
'ipconfig'
3. This will give your some information - to find out your IP address, look under IP address
If you are using a home network, you need to either plug one computer directly into the modem and do the above steps, or consult your ISP.

If you use broadband/DSL, chances are, you don't have a static IP (if you have a router, your PC will have a static IP, but the router itself will have a dynamic IP). Regardless, you can check your IP address by opening a dos session (go to RUN in the start menu, type CMD). then on the command line, type ipconfig . that will show you the IP address of your computer (Im assuming you're using a windows computer)
To check a router's IP, you need to log in to the router control panel, and check in there somewhere.

Start: Run: type CMD then in that window type: IPCONFIG /ALL
This will show your IP address if not behind a router.
If you use a router you might need to look in there. Check the bottom of the router to find the web address you'll need to type into your web browser.
