There are a few things you should consider:

1. Site design. Does it look professional or amateurish? It's not a huge indication but it helps.
2. Contact information: Can you see the name of the company, address and phone number on the contact us page? If yes, call them up and talk to a live person and ask any questions to make sure they are legit.
3. Whois database. Go to whois.sc and enter the domain, you can see who owns the site and call them up or write an email.
4. Open your eyes. Pay attention to what they say on the site. Are they asking for money? How much, in what method? If they ask for money as a money transfer, it's very fishy. What service they provide?
5. If you buy a product, make sure that on the transaction page, there is a lock on the browser.

You can check with consumer affairs. They can tell if a business is real or not. It also depends on the type of website.

Hello,

Well if you logon to a Paypal account the web address should be paypal.com or payments.paypal.com or something like that. Not 12.234.23.121/paypal/index.html or xanga.com/po/po

Hope you know what I mean.
