Because the Harley is a standard factory fitted exhaust system, where as the really loud car exhausts are aftermarket, and are MOT failures. Same with bikes, but its a damn sight easier to change a bike exhaust back to the original just for the MOT, then change it back as soon as its cooled dow, then it is to change a cars.

Applies to the UK, not sure about anywhere else.

actually, the stock HD exhaust is very quiet. The thing is that the stock air intake / exhaust system inhibits power so almost everyone puts on after market intake / exhaust systems. And in many states there are noise restrictions and plenty of motorcycle riders have gotten tickets for loud exhaust.

Harley have active exhausts and are dead quiet at the government test speeds and gear.
Harley folk are proper bikers and abide by the letter of the rules and laws like proper racers, not like a load of bloody wimps.
The most dangerous vehicles are push bikes and bloody Hondas because I cannot hear either approach.
Everyonseshould copy Harley, well Aston Martin have so the next Ford Mundaneo might be the same in 2030

I believe that it is because there are more cars than bikes on the road. There is no noise level for a bike as long as it has a muffler.

Because a loud exhaust on a car sound like a hole in the muffler where as loud pipes on a bike sound bad to the bone , We do have a noise law in this state but I don't think they enforce it much , I like hearing a bike are a bunch of bikes getting it down the road,cruiser are sport bikes don't make a difference to me ,

Have you ever seen a Loud Car exhaust save a persons life?
NO!

On a motorcycle, most people driving a car never see them, when they hit them.

their were over 4600 people killed on motorcycles last year by people in cars, who never saw them.
Maybe loud pipes would have saved them, who knows.

Maybe the Harley owners insist on putting the loud pipes on to compensate for the fact they have an overpriced, underpowered bike.

And regardless of whatever made up "safety" issues they try to tell themselves to make it seem all better in their world... it should be just as illegal as cars and enforced the same way.
