look through your school directory and try to find loopholes in their wording...
for example... it might say you have to cover your body with appropriate clothing.... what is the definintion "appropriate"?

Follow the rules! Think about WHY they might be saying NO. Do you think it might be because you are there to learn and if everyone dressed up, no one would pay any attention at all. I teach in the elementary school and we don't let them dress up anymore either. Sorry, part of growing up is giving up childhood games.

If it's a private school you can't do anything.
If it's a public (American) school, find out the reason why. If it's somgething to do with religion- you can fight it with the first amendment. If they think it's "interfering with the educational process", you have to prove them wrong (use specific examples... I don't go to your school so I can't really say...).
If you et enough students involved and are unified enough, they'll probably let you dress up.

You mean they "won't" let you dress up, right?
Don't buck the school administrators; you can't win. The heck with them. Get together with your friends after school or that evening and have a fun, hassle-free time!

You're in high school--GROW UP! Dressing up for school is for elementary kids.

Plan a group party of your own or ask around about others who may already have on in the works you will likely have more fun there anyways ! good luck hope you have a great one !

what should you do? have fun! be something creative and colourfull...you make it sound like your school is going to have a public hanging or something, i went to a uniformed school i would have loved to be something for halloween, they did let us wear colourfull hats one time

You should be something easy to do.Put together some clothes and you can be a rockstar,singer,actress,soilder,or anything you can think of.it doesnt have to be a costume.Buy some clothes then put together something good.
