way that he is by-passing the tester, besides having someone else blow the tester to start it? this dirtclod is dangerous but we cant figure out how he is beating this thing.

One way 2 bypass this would be to blow up a balloon before one starts 2 drink. Then apparently all you have 2 do is put the balloon over the breathalyzer and then it wouldn't show intoxication.

He could be diffusing(limiting)his breath when using the breathalyzer.

Yes you can defeat any electonic system...
simply report him......
or call police everytime he hits the street..call in license tag number on vehicle..
they will get him........
