Almost all rings can be re-sized by any competent jewelry store or jeweler. They just cut it (and take out or put in a piece) and then re-solder the ends. Polish it up and return it to you. They will charge for it, but not a lot as it only takes a few minutes once they get to it.

yes if you take it to any jewellers they should be able to do this, i have looked in to it before they will measure what size you want it to be then tell you how many sizes down you will need to go and how much it would be and they will send it off to be done. If you have bought it recently then take it back to that place as if something goes wrong they will have to replace it for you.

Yeah if you bring it to the place where you bought it or any jeweler place they can shrink it. They can also stretch rings to make them larger as well. My mom got her first wedding band shrunk to fit me when i was little then when i grew got it stretched once again!

you can have it sized down at a jewler or you can also et aringgaurd at the jewelers that makes the ring fit

no, only a qualified jeweller should resize a ring as any settings will be warped otherwise.

this way the ring will still be symetrical when resized professionally.

Not that I know of, but you can take it to a jewelry kiosk at the mall and they can professionally alter it (and clean it, if you want) for you. I honestly don't know how much it costs though, sorry.
