If you have Windows XP, you can do so with the Paint program already there in your accessories folder.
START>ALL PROGRAMS>ACCESSORIES>PAINT
When viewing you picture there, click on FILE then on SAVE AS.. and on the drag down menu in the Save As Type area and choose from the options there.

I'd go along with Michael R's suggestion. Get IrfanView. (The current version is 3.98, and the following page gives a link to download plug-ins too.) It's free, and well capable of doing what you want.
Would I be right in thinking that you wish to convert to greyscale and not Black & White Monochrome? Black & White Monochrome will just give you blacks and whites, with no greys in between. If you do actually wish to convert to Black & White Monochrome, use Paint, that's already installed as part of Windows.

Best thing to use is Adobe Photoshop - excellent for this kind of thing - can do it really easily.
convert the image to monochrome then save it as a bitmap

There are several image programs that provide free trial versions. For example, Corel Paint Shop Pro is offered as a full version for 30 days. It even comes with tutorial materials. Not only can you do the conversion with a simple "save as" and pick from a list, but you can "tweak" the output to your tastes. I have used this program for years and think it is a viable alternative to more expensive programs such as Photoshop.
