Removing paint from paint ? Ouch ! You could carefully dab thinner on the spots and scrub with a Q-tip... very time intensive.

Gentle and careful spot-sanding with very fine sandpaper, and then blending the area with rubbing-compound or toothpaste.

To me it would be easier to disassemble the car, soak in solvent or brake fluid, clean the body and repaint.

I know this kills resale value if you're an E-bay player, but...

Automotive brake fluid takes paint right off.

If your Hot Wheels model had its original color molded in the plastic, you'll be okay. But iif t was painted (under your model paint), you will probably lose both coats of paint, all the way down to the plastic.

Any solvent you apply,will take off the original finish.You could try taking a new and very sharp single edged razor blade and methodically chip off the paint using a magnifing glass.This would be a tedious method,but less damaging than putting solvent on it.Good Luck
