As far as specs, it should work but consider whether you have enough system ram also. I think required system ram is 256 megs but consider your system is using some of this, you should be okay if you have 512 megs of ram on your mobo. By the way, Tiger rebates are a joke! Check the date on the rebate! I buy from Tiger alot but wont touch a rebate item! Check the rebate due date and also follow the instructions explicitly, dont expect to ever get it tho!

You looking to buy a 9250 Radeon card with 256 MB RAM on a PCI bus. This is pretty dated hardware. It may run your games, but it won't for long as the hardware specs continue to get higher and higher. Your been off dropping the money on PCI-x or at very least a AGP card. If you don't have either of these bus types you really should consider upgrading the motherboard first.

Try something a little up to date
something atleast like a Geforce FX5500
that is the bare minimum
maybe you can try a Radeon X1300 256mb
even with that, i'm not too sure if it could run HL2
it is definatly time for an upgrade for you
