Because the definition of "small government"--accourdingto the cons--is a government that caters only to their interests. Since those interests don't include health care, education, or anything else (unless they get the lion's share, of course) this indeed would make for a much smaller government. That, incidentally, includes defense. If you look at the historical record back for 100 years, its conservatives that cut military spending--far more than even the most dovish Dems. BUT--the cons don't actually make any cuts. That would endanger their hold on power. They talk a lot--but add on all kinds of programs that are designed to help their friends. Thereby making the government bigger, not smaller. That isn't political rhetoric. All you have to do is look at the record. Make of it what you will.

Government isn't my area of expertise as with most bacteriological studies. Just lay in a big supply of decontaminants and you'll be fine.
