They should be turned up because then there is absolutely no possible way for some creepo to look in because they wouldnt be tall enough, where as when theyre down, all you have to do is stand on your tippytoes to look in.

Depends whether the slats are flat or curved. On flat blinds, I have no preference - I just pick the toggle that's closest ;) On curved ones, I point them in such a way as to have the concave side facing outwards (during the day when I want to darken a room, this results in less reflection off the blind slats themselves onto the slat above and then into the room).

Up in the bedroom so that light doesn't shine in your eyes. Down in other rooms because it does keep out more light.

depends on which direction you want light to leak in, i turn them up myself so the little light that is leaked in is directed at the ceiling.

if up, it will block the most amount of light.
