No. The Order of Owls is not now, nor has it ever been recognized by a Grand Lodge as a Masonic organization. It was, like the Moose, Elks, and Eagles, one of the "animal" clubs that originated in the 19th century as a copy of the Masonic fraternity, but was never a part of that fraternity.

Hmmm tough question this one.

From what I can work out it must have been recognized by a Grand Lodge at some point because it is now referred to as Time Immemorrial by Freemasonary.

That means that it is no longer goverened by any Grand lodge and is free to become an independent Fraternity which I believe is what happened.

I could be totally wrong and look forward to seeing how this question is answered.
