Forgiveness and shunning are two different things. The Amish believe, like many others, that you must love and forgive your enemies, as Jesus or the Buddha would do.The concept of shunning, also practiced by other religions ,says you should not associate yourself with those who leave to avoid temptation and sin. This is not a totally adequate answer but it just points out the difference.

When an Amish persons turns 16, they can choose to leave the community and live "in the world".

It is considered a matter of repentence. If a person is still active in an unacceptable lifestyle then they have not repented of their action.
