Since there is not really a way to report a user, generally, either their question or answer is reported.

(I assume) Yahoo investigates your report, to confirm that the report is valid.

Yahoo will remove the question or answer that has been reported.

yahoo sends a full adress letter of the person reporting to the person reported in the vain hope they will meet up and make up their differences of opinion non-violently
