If you have windows, go on the internet, and go to "tools" than click on "internet options". Than click on the "content" tab. Click on "set content blocker" button. You will than set a password, and set the level of content blocker that you want your kids to see. If you have a mac, I'm not sure how to set content blocker, sorry.

I know you can put a password on your computer and no one else can get into it unless you sign them in. If that would be good enough then go to Control Panel, User Accounts, and set your owner account with your password and lock all the files option while there.

Either password protect the whole system and/or files; or purchase software that walks you through specific accessibility functions. If you are running WinXP, you can categorize users, ie administrator, limited user, guest. Each comes with specific rights and restrictions. Some security softwares to reseach are Symantec, McAfee, and Computer Associates that comes with a separate and free parental control software.

THE BEST PARENTAL LOCK IS REASON.
When your parent/s have settled down to relax after supper ask if you can have a quiet word with them.
Explain that you are sensible and responsible on your computer and insist that they treat you with respect UNTIL you prove not to be. After that it's up to them.
Unless you've proved to be immature they should allow you some privacy.
Please treat them with the maturity and respect you want them to realise YOU possess, or things will deteriorate between you.
