You need to be more specific.
By 'all day long' do you mean 11am - 11pm (all pubs used to have to close in the afternoon!!), or are you talking about the current extended hours until the early morning?

This has proved controversial, with supporters arguing that it will end the concentration of violence around half past 11, when people must leave the pub, making policing easier. By the day before the law came into force, 60,326 establishments had applied for longer hours, and 1,121 had applied for a licence to sell alcohol 24 hours a day . However, many argue that few of these establishments will be constantly open.

The licencing act of 1988 alowed pubs to open 11 am to 11 pm
on weekdays only. it was about 8-10 years after i believe that the same was allowed on sundays.

I believe that prior to 1915, pubs had very relaxed laws. The laws which came about in 1915 were introduced to stop workers on war manufacturing, getting "Rat Arsed" They were never lifted folllowing the end of WWI

clubs such as social clubs and bowling clubs could always open all day long, although they were only allowed to sell alcohol according to their licence. hotels have been allowed to serve alcohol outside of hours as long as it was solely for resident use. public bars could have 24 hour licenses from Wednesday 23rd November 2005 when the 2003 licensing act came into affect.
