Actually no. The techniques used in The Matrix were used before in advertisements and music videos. Mostly in Asia.

The Matrix just took existing techniques and introduced them to a new audience. It was first used in animation in the opening credits of Speed Racer when Speed jumps out of his car back in the 60's. The first film to use it was in 1981 in the film Kill And Kill Again. It was used again in Terry Gilliam's The Adventures of Baron Munchausen in 1988.

Bjork used it in her video Army of Me in 1995. Blade used it one year before The Matrix even came out. The Matrix just used it extensively.
