No, congratulations means, "I'm happy for you because you just achieved something wonderful". (Like getting married, having a baby, landing a good job, etc.) If a person does a good job (such as cleaning the house, sweeping the driveway, writing an A+ term paper), you say, "Good job!" or "Wow! I'm impressed; you did a really good job!"
