I would show concern and ask the person what happened. If it were spousal or boyfriend abuse I would advise that the person leave that person. I would offer them sanctuary in my home to protect them from further harm. Not all black eyes come from abuse. It could be from a car accident or walking into an open door, or in my homes case someone is always leaving a cabinet door open in the kitchen and low and behold someone will walk into it and get hit between the eyes causing great black eyes. You just have to ask what caused it and go from there.

Well.... I figure that people with two black eyes are tired of people asking what happened and deserve some privacy and kindness, so I keep quiet and don't ask questions. If it is a woman, I figure that she is being abused and is embarrassed enough without my asking her questions that she likely does not want to answer.

If it was someone I knew I would naturally ask them in a caring way what happened.
I would listen more to the body language and where their eyes were as they told me the story.
I would keep my eye on them in the future and see if it happens anymore.
And let this person know I am there to listen.
And do anything else I could to help.
If someone is being abused you have to find a way to help.
Get them help.

Do you have two black eyes. Who has black eyes, apart from dilated drug addicts or psychopaths. If I actually saw this, I think I would probably think they were trying to be Marylin Manson with contact lenses. It would be funny if the devil really appeared, don't you think, we would all go, 'huh, contact lenses'

Ask them if they were part dalmation? Ask them if they didn't shut-up after the first black eye? Ask them who did it and why, and if it was an invalid reason I'd blow their car up when they were sleeping.
