They have to be different, or if the offense has a guy on second, he would be able to signal to the batter what the catcher is signalling.

This depends on the catcher and the pitcher. Each pitcher has a different set of pitches he throws. Depending on what he is capable of throwing the signs will be different. Also the signs will somewhat change with a runner on second base. If the runner is able to see the signs the catcher will go through a series of signs and the pitcher will throw one of them. The one he throws depends on what he and the catcher decide on before the game. Although the signs are different there are universal signs for certain pitches: 1 finger is a fastball, 2 fingers is a curve ball, and then from there it can be changed up depending on the pitcher.

some signs are universal, but all signs can be changed depending on situation, preferences between pitcher and catcher, etc. Most catchers will use a series of signs with a runner on second to keep from having their signs stolen or at least attempted to be. That is definitely dependant upon the catcher and pitcher.

For the most part the signs are universal.
Index finger only: fastball, if they move it in a circle: sinker
index & middle: curveball/splitfinger
three fingers: slider
four fingers with a wiggle:change up
sometimes five if they have that many.
middle finger only: hit the batter
thumb only: pick to first.
The only difference is that they will give multiple signs and one is hot when there is a runner on second. Sometimes they tape their legs, chest, face mask to tell them which number to go with.
Not all pitchers throw the same pitches some things can vary. They will also move the numbers around. You can do a lot of things if you think the other team is stealing pitches.
But this is just the basics.

They actually change for every game. It's a way to keep the opponents, especially second baseman, from stealing their signs. They've been known to change signals several times during a game.
