Since everyone else has answered no, let me be different and say that if fog lights are mounted on a roof mounted rack, they will increase the drag coefficient and therefore cause an increase in fuel consumption. It would, however, be such a miniscule amount that it would not be measurable.

A tiny bit. Your engine has to work a little teeny bit harder to drive the alternator, but not enough that you'd ever notice. About 1/6 of a horsepower.
