hardly ever by consensus
usually abig wig gets all the yes men to give him facts/statistics etc...
then makes up his own mind based on his knowledge/experience
it is a hit and miss method at best
it has been proven that if you involve all people at all levels of employment within a company in a major decision(not day to day running)and truly use their input and implement their ideas -if they are sound-that company prospers
after all it's a common goal and apart from staff esteem ther's more money for all

usually the person(s) with the most $$$
Look at our current state, "Good Ole Boys, take care of their Good friends".....this is why so many people got angry that
Haliburton got billions of $$$ in contracts. Then look at all the money that was wasted by FEMA in New Orleans, by $$$ just
going out to contractors. (usually friends of someone handing out government $$$ to their friends for campagin contributions)
In life you will discover, "It's not what you know, it's who you know!" ......it's not fair, but this is the male dominated based society we currently live in, where the most $$$ controls all!
