It is best to start out learning simple HTML... You do not need to become an expert in HTML to start with, just know enough about what is going on when you build a page...

After you become familiar with the basics of HTML, you may wish to start using an editor such as Dreamweaver or Hotdog Pro.
These will generate the HTML code for you but also allow you to edit the HTML code directly...

well you can make a website a lot of ways. go to www.tripod.com, create a name, and create your website with their site creator. Also you can go to www.freewebs.com, and do the same thing, also you can do it in yahoo with gecities at http://geocities.yahoo.com/. all of these sites have free website creators.
