Elm St is a very common name for a street in the USA. I think the writers wanted the story to be close to home for a large number of people.

Because the name of the movie is Nightmare on Elm Street so it had to be on Elm Street. It wouldn't be scary if it was filmed on Pretty Lane.

There are Elm Streets everywhere. The movies that are close to home and a scary have more of an effect on people. That's why i was freaked out at Arachnophobia was scarier than Saw. Spiders are everywhere, psychotic people only come by so often....
