This is a good question and I have the answer for you. Bush installed 2 puppet governments both in Iraq and Afghanistan. Iraqi new government is weak and incompetent. Bush is so frustrated and disappointed in the Iraqi government, but he won't admit it. So, Bush is siding himself with this Iraqi government as one unity. When he says we have to win, he means that the Iraqi Government and USA must crush the insurgents that opposing the new regime. These insurgents are not terrorists, but they are normal Iraqi militia who oppose our policy in Iraq. The real terrorists in Iraq are the Al-Qaida fighters and other fractions associated with Bin Laden's network. Please keep in mind that Al-Qaida fighters did not exist in Iraq during Saddam's era. The new Iraqi Government and the USA are at fault to fail to secure the Iraqi borders and allowing the terrorists to infiltrate inside Iraq to fight us. So what kind of war is Bush going to win? Will he win by sending terrorists back to where they came from, by crushing the native Iraqi resistance fronts or will he win by anchoring down the new puppet government of Iraq? You know what? I don't believe that Bush himself knows what he has to do to win the war in Iraq.

Bush doesn't have courage to say that bold step he took, was WRONG. He just keeps on saying about victory in Iraq to satisfy himself and people around him that it was right decision.
As far as Iraqi people are concerned, they don't mean anything to Bush. And for the record, its not the war of Iraqi people, they never started it, they are not in it. Whole (mess) situation has been created by Bush - and seriously he has no idea how to get out of it.
And don't worry about what Bush anyways.
