insert the windows CD in the drive..and reboot your PC..then follow the steps

If you are using Windows, open My Computer, click on the drive you want to format (for example, a drive E, in which you have a USB Key plugged in) and then click File>Format.

I use a LiveCdrom of Linux, like http://pclinuxos.com and simply open the install icon...
or, get a copy of QTParted at http://livecdlist.com
Then a full format of a 500 Gb drive takes about 5 seconds.
Free download! And, it is very secure!

Start your computer with bootable dist, Floppy or CD,when you get to a:\ type
a:\ format c:/s press enter
/s here to put the system on the hard drive and make bootable.

If it's a secondary drive then just right click on it in My Computer while logged into Windows and click format.
If it's your main drive you will need a boot disc. I would suggest using Super FDisk... get it here:

boot up with a boot disk or to the ms-dos command prompt and type format c:
