It is the Act of Congress that authorized admission of the states of Kansas & Nebraska, in I believe 1852. It was a classic illustratioin that putting off a difficult political decision to a problem just makes the problem worse. Unable to agree on whether the new state(s) should be slave or free; Congress decided to let the residents choose for themselves after a period of time. The result: pro-slavery settlers & radical abolitionists flooded into the new states to assure their political victory. While the "free-soilers" overwhelmingly dominated Nebraska; Kansas -- which bordered rough & tough Missouri -- was more nearly equal. The result was an immediate outbreak of deadly conflict between pro & anti-slavery factions. Many consider this the true beginning of the civil war, & led to the state being called "Bloody Kansas."

It allowed people in the territories of Kansas and Nebraska to decide for themselves whether or not to allow slavery within their borders. The Act served to repeal the Missouri Compromise of 1820 which prohibited slavery north of latitude 36°30´.
