Bret "The Hitman" Hart. The reason is because not only was he a fighting champion but also every time he lost the belt he had to go through everyone to get back to a title shot again. Think about it, every time he had the World title it was one to two years apart (most of the time). Also look at his accomplishments:
WWE Champion: 5 times
WCW Champion: 2 times
Intercontinental Champion: 2 times
U.S. Champion: 2 times
WWE Tag Team Champion: 2 times
WCW Tag Team Champion: 1 time
1994 Royal Rumble Winner
The only person to ever win the King of The Ring twice (look it up on wikipedia.com under king of the ring)!

It would have to be who was able to carry every guy they wrestled with. A lot of champs put their family in as champ when they owned it, jeff Jarret, Vern Gagne, HHH, Fritz Von Erich...
The best at making others look great and be a champion has to be either Bret Hart or Rick Flair. Hogan never made anyone look good, he had the viatimins and shot a great interview. I have to mention the Honky Tonk man as I simply hated him and he sold the character, but he was not as good as Hart or Flair. Since Flair made Kerry VON ERICH look good, I would have to go with him. The memory of him running around the outside being thrown into the ropes and spinning up and over is priceless. He sold moves and carried bums around the ring. Hart was great, but his disdain for the business now makes him less than Flair and makes him unworthy of the Greatest Champion.

Definitely David Arquette who won the WCW title on Thunder back in 2000.Vince Russo brought him to WCW as he was impressed with his performance in "Ready to Rumble" ans wanted a Champion to work a comedy angle and get the ratings up.Arquette wasn't a wrestler and not even the best of them like Booker T or DDP could carry him.Even Vince Russo later said in an interview with PWI Ultimate Insiders that Arquette was booked purely for the publicity.

Paul London and Brian Kendrick my homies
cuz they don't cheat to get what they want
*cough* KC James and Idol Stevens*cough cough*
But that's just me and I think they are some of the most energetic and flexible superstars in the WWE. Most people think that they are some punks just trying to get some glory time. But they work their butts off and deserve some respect and for cryin out loud they should be higher in the P25.

Hulk Hogan. Without him wrestling would be nothing but a joke. His showmanship and character brought wrestling to the height of sports entertainment. All the champions who have followed owe it all to Hulk.
