Sacrifice all your aluminum foil and turn him into the Tin Man.
Throw a bunch of holes (not just for eyes and mouth, but a few all over) in a sheet (any color), give them a bag of rocks, and send them off as Charlie Brown at Halloween.
Dig out some fancy outfit you never wear (old prom dress, leisure suit) from the back of your closet and pin it up with a bunch of safety pins till it fits them.
Or put her in her cutest pajamas and slippers, give her a big stuffed animal and a pillow... instant Slumber Party Girl.
A 7-yr-old girl doesn't have anything dress-up in her closet?!? There's got to be something in there... may be not be great, but there must be something costume-y...

pirate. get a white shirt, black pants, red belt( or scarf) and a red bandana. get him or her dressed in this. tie the red belt around his/her waist. Wrap the bandana around his head and tie it in the back. Paint a beard and mustache if its a boy and dark circles around the eyes and red lipstick if its a girl. Add a long chain around the neck. There you go --you'll have this years most popular costume. Good luck!!
