Midwest and Southern states. Most being rural communities, in my traveling experiences. I have driven Coast to Coast, and been North and South, and I can say that the midwest (places like Chicago would be very different than say Rapid City, South Dakota.. so it's all in where you go. I loved the people in IN (where I was born/raised), KY, TN, NC, SC, GA, AL, OK, TX, KS, MN, WI, ND, SD, ID, WA, OR, FL wasn't as impressive.. nice enough, but tourist driven.. to those that live there, it's not as friendly (my Mom lives in Orlando). Even NM and AZ were pretty good! I feel that each area - outside most of the big cities are the best areas to find friendlier people. My 2 copper, best wishes!

I would expect it's someplace like Minnesota. Minnesota is not known for angry people, or anything. The Minnesotans I've met were all quite polite.
Californians seem very polite and friendly compared to, for example, New Yorkers.
However, a former co-worker of mine says that the California manner should never be *actually* mistaken for niceness when it's really just passive-aggression. He and I both prefer New York to California.
It's problematic to invoke the cliche that the South is "polite." They're polite when they're not vicious.
I vote for Minnesota. Or you're from Vermont, I think you said. Maybe Vermont. I don't think I ever have met anyone rude from Vermont.

The southern states..... People in the south tend to great each other and also say please and thank you more. Come for a visit you will see the difference. People that you don't know may start up a conversation out of the blue or you may just get a friendly smile or wave as you go about your day.

San Antonio - we host tons of conventions, parades, Fiesta, and many other activites year round. People always comment on how polite people are here. After moving to the D.C. area (rudest people on Earth!) it was so great to move back here!
