Which of these should I go to, what is a good budget (not hostel) place to stay, and what should I do (off the beaten path/non-touristy) there?

It depends on what you want.

Barcelona, lots of wild night life going on nice place.

Nice, right by the ocean, nice place to relax and lots of places to go out and have a romantic dinner only if you are traveling with your boyfriend.

But Paris I think is the best choice, there´s tons of places to stay at you don`t worry about that, if you are staying at a hotel budget should be around 60 euros a day non-expensive food, and about the non-touristy things to do, well you can take a walk nest to the sacret heart chapell where there is tons of little bars and artists showing their paintings and playing music in the streets.

I just came back from a trip to Barcelona and Paris. I ending up spending twice as many days in Paris than Barcelona.

The tourist attractions in Barcelona will fill up about 3 or 4 full days. The city is more like a giant suburb with some tourist sites scattered about. Besides the actual tourist sites-Las Ramblas, Parc Guell, Sagradia Familia, Gothic Quarter, there is not that much walking or exploring to do. The neighborhoods are pretty contemporary looking compared to those of Paris. However, Barcelona has incredible food. Paella- awesome. Chorizos-whew!!! The thing I miss most about Barcelona is the cuisine. The Sagradia Familia and Parc Guell are great, but the food made the trip.

Paris is a city that sort of indulges in being "Paris like". There's an architecture code to the city, so all the buildings there have that "Paris" look to them. When you take the train ride from Paris to Versailles you see how different Paris is from the rest of the areas surrounding it. There's so much more to do in Paris than Barcelona. The museums are numerous and huge enough to fill up a vacation dedicated to museums alone. You got the mother of all museums the Louvre, which is about a mile long, stacked with incredible artwork. The Orsay is pretty awesome, the Rodin Museum, Notre Dame Cathedral, etc. In Paris I walked miles and miles every day. It's a beautiful city to walk around in. The walk from the Louvre to the Arc de Triumph along the Champs Elysses is pretty awesome. It's straight out of a calendar. Then you also have the walks through the different areas along the Left Bank (tons of affordable restaurants here), Marais, Notre Dame area, etc...By the end of the trip I was already making a list of the things I wanted to see and do when I came back.

Given a choice, based on my recent trip, Paris would be my first choice for a second Europe trip before Barcelona. The Eiffel Tower did not disappoint. Seeing it from afar was okay, but actually walking under it is pretty amazing.

At this time of year I say Paris. There are lots of friendly central hotels. Hotel Gare de Lyon is one of these, 1bis - 3, rue d'Austerlitz , E98 per night. To do - go to the marche des puces, musee d'orsay and (sorry this is mainstream) the Pompidou Centre (Beaubourg) . Also visit some icons like Samaritaine and the flower markets.

Barcelona because one of my friends and her husband visited the city this year. I believe they spent a week over there and had a great time. If you're still interested please check different websites in getting the very best of your buck in going to Barcelona. If you can speak a little bit of spanish you will definitely do well. Adios amiga.

PS: I received some pictures of both Barcelona as well as Madrid and it is one of the few cities that I truly love from my above mentioned friend.
