A food surplus is mainly meant in America as the food the government keeps on hand at all times for emergencies, and food it the government has to buy when they gurantee a rate, and have ot honor it as the selling price is lower than uncle sam promises.
An example is corn; Corn is not selling for any more than it did 30 years ago and the prices has gone out of site to deliver a crop. The government often end suip with millions of tons it doesn't need. It's mainly a big scam for larg e producers and the middle guys ot make millions at tax payers expense.
This so called surplus covers the military, and a national supply.
They used to give it away as commodities . I guess they still do.
The surplus is the amount above and on hand beyond what the government figures it would need in a national emergency.
About 14 years ago the Government gave away thousands of tons of surplus foos like can biscutts, and cheese , flour, meats, ect that had been stored in case of a nuclear attack. it went for animal feed to large producers. There were box car loads of it
No one knows how much surplus foods the giovernment keeps on hand, andis wasted, butit's still a good idea in cas eof a national emergencey such as an ice age:):) or alien war.

As I understand it, this is food that the government paid the farmers and producers for over planting and producing more than they can sell in the market. The government then either destroy the food or give it away to low income seniors.
