Enforcement actions can be brought to enforce any right, including:
Child Support Enforcement
Spousal Support or Alimony Enforcement
Visitation and Access to Children
Property Distribution
The goal of any enforcement action is to guarantee compliance with the court order, such as payment of child support or adherence to the visitation schedule. Consequences for the non-compliant party can include fines, jail time, or suspension of licenses.
When courts decreed a spousal support it took into account ability of both parties to pay (earn income) between other factors. If the souse will go on welfare the creditor will be state and it will make things more difficult to your friend.

Sad to say but as the saying goes "you can't get blood from a turnip." I think her only option for now is to wait until he gets a job then have it garnished from his wages. If your friend still has an attorney I would ask him to have papers drawn up to that effect. Personally, except for the credit cards, I would cut my loses and get on with my life.

Ofcourse he can be arrested, he is in violation of a court order. Additionally by not working and paying his bills he could be destroying his credit record for years to come.
He needs to get a job ASAP

Eventually!!! It is a long process to get to the point of arrest. Her best option is to contact an organization like dead beat dads. When he does begin a new job she will get her money. Contact local Human Resources and they can give her all the information she wants.

I DON'T THINK HE'LL BE ARRESTED, BUT IT WILL CATCH UP WITH HIM, WHEN HE FILES TAXES THEY MAY TAKE WHAT HE OWES!! HE SHOULD GET IN TOUCH WITH COURT AND LET THEM KNOW HE'S UNEMPLOYED RIGHT NOW. DON'T WANNA GET THOSE FOLKS MAD AT CHA', THEY WILL WORK WITH HIM!!
