It really depends on what you use it for...I would suggest upgrading the RAM (you refer as system memory) to at least 1gigabyte. You currently have 512MB I would guess. 1 gigabyte of RAM will have noticable effect and is the cheapest and easiest method to increase the machine "speed".
If you haven't done so, try "Defragmenting your harddrive" and clean out or save to disk some of the stuff to increase available hard disk space.
The computer should still be good though for general purposes. May not be particularly fast for graphic heavy gaming.

If you're into gaming, buy new. If it's just for surfing and stuff, just throw some 1Gb of memory into it and keep on trucking.
If you're only using 30Gb of your 80Gb there is no reason to increase your drive but consider buying a second drive for backup if you have important stuff on it. BackupBackupBackupBackupBackupBackupBackup BackupBackupBackupBackupBackupBackupBackup

it depends if your computer was custom built in the first place because you can upgrade it easier and it is better than throwing something out into the trash.
buy a computer from dell online and while you are ordering the computer you can tell them to recycle your computer so it can be put to good use somewhere else

depends on what you do with it. if you play 3d games or plan to run vista when it comes out it wont do very well. if you play on the net do email and office work put some more memory in it and you will be fine.
