Questions to ask yourself:

Did I enter a British Royal Lottery?

Have I ever heard of the British Royal Lottery? Is it the sort of thing that would just slip quietly into existence without the tabloids noticing it?

If the British Royal Lottery have all this money to give away, why do they need money from me to pay for administration?

The answers to these to will give you a clue as to the true nature of this "windfall".
