The guy you are thinking of is "Goldie", real name Clifford Price, he's not a rapper, he was one of the founding members of the Metalheadz recording lable, and he is a jungle/drum'n'bass dj/producer.
The film you are thinking about is "Everybody Loves Sunshine" and it was awful!
Oh, and P.S - The other movie with him in was Snatch, the second London Ganster Film by Guy Ritchie, the first being Lock Stock and Two Smoking Barrels, which Goldie wasn't in =)

He is awesome and the movie I do believe was Locked Stocked and 2 Smoking Barrles.
