I don't think it is a bad idea at all, provided on how it is done. One must remember that headstones are exposed to wind, rain, dust, and stone-rubbing enthusiasts (people who like to take prints of gravestones), in the very least. A picture that may look very nice now, may look very ghastly and pitted ten years from now.
However, if the deceased's likeness is carved into the stone, or embossed by a skilled stonemason, then it should resist the passage of time.
In my opinion, I think that it is an excellent idea, if it is done well. The idea is not new; people have had their likenesses depicted on tombs and headstones for thousands of years.

When I find myself in a graveyard (usually due to a death). I always look at other head stones and read them, I like the ones with pictures on them I like to put a face to a name. It personalizes the stone more. I think it makes it that more special.

I think it's quite neat. It's their way of remembering the person how they were before they died.
The only thing that I am unsure of is pics of babies who were stillborn. I know from my own personal experience that this is so hard to deal with, but the pics that are taken are meant for you & not everyone else. Other people may find them distressing.
We just have a teddybear (& writing) etched in gold on our sons' headstone.

I think it's a really good way of remembering people. But I know that when I see a picture on a gravestone of someone I don't know, it makes me extremely sad. So sad that my chests hurts me. Really good idea though.

I don't have strong feelings one way or the other. It's whatever the deceased or the family wanted to do. I don't think it's in bad taste.
