How do you download the new 7.0 itunes on a CD?

Go to the apple website, click on the download icon and when the file download pops up click on save as and save it to a cd.

I'm not sure you can, but you could go into your Application folder and try a drag-n-drop to the CD for burning.
Also, you might contact Apple directly and request a free copy.

I don't really have a iPod, but I think you'll need a USB cord to transfer the downloads for your song.
