A job has stated that a master's degree was required but that they will consider a combination of experience & education. What does that typically mean when they say that? And... is there some kind of equivelency chart avaliable?

What your description means (to me) is if you have a Master's degree with X years experience, they will consider you, and if you have a PhD with less experience, then they will still consider you; or a bachelor's degree with more years would still allow them to consider you.

There is no equivalency chart.
Bachelor's degree plus enough experience to make you well qualified. The amount of experience (usually several years at least) is determined completely by the employer. You have nothing to lose by applying if you do have experience in the area they are looking for. They can only tell you no and it might lead to other things.

usually a bachelor's degree plus about 5-7 years experience will be excepted as a substitute for the degree requirements.
