Here is what ebay have said:

To close your seller's account, contact us and ask us to remove the credit card and/or bank account information we currently use for payment of your eBay fees. This will make your seller's account inactive. You'll need to wait for any remaining fees or credits to appear in your account before we'll remove your payment information.

You should also cancel any active subscriptions such as Selling Manager and Selling Manager Pro and eBay Shop.

If you set up your account with verification, such as registering a debit or credit card, just remove the card and ebay will close your account automatically!

you have to wait 9 days before you close your account and as long as you have no transactions through it just phone ebay and they should cancel straight away.no credit card details????
