Ever, I would say the immortal Hulk Hogan.
In recent memory, I would say HHH, because he was great on the mike and could be a face or a bad guy. He wasn't the best wrestler, but he always had entertaining matches.

I really find it funny that people are picking Cena. The answer is Bret Hart. He was a fighting champion who was actually one of the first with actual wrestling skills. Also, he was the best because none of his title reigns came easy, unlike wrestlers nowadays (Cena! Cough! Cena!) after he lost the title he had to go through everyone to get back to a title match. I think Brock Lesnar.He has all the qualities of a good champion.He was strong,smart and energetic.
