You can do both at any time, assuming its dry enough that day to allow the paint/stain to fully dry.

However if you paint over very moist boards it could later peel. Be sure your boards have been up a little while so they are fully dried-- would has moisture in it when it is cut.

You should read the label on your paint and /or stain and it will say the lowest temperature it can be applied for best results. Anything less then 50 degrees is very iffy at best. With the shorter days, you won't have as early a start but unless you are living on an estate you should have time to get it done. It will also help to store your paint or stain in a warm room at night and not the garage..

we found a lovely weather week in October an got it done, dried nicely and was perfect to walk on and put furniture back on within 2 days, we did deck staining and fence staining. try to find a few days of excellent weather and it will make your project go that much easier

You can do at anytime. Check the instructions on the container. They will tell you what temperature range you can apply.

weather report (especially overnight temp)
anything above 40 is fine

You can do it any time of year, just not when it is rainy or humid.
